WordPress pages can be used for static content and will usually show up in the site navigation menu. Here are two plugins to manage what pages show up in the menu and in what order they will be in.

My page order -  plugin allows you to set the order of pages through a drag and drop interface.  Get it now.

Page link manager – allows you to select which pages will show up in the site navigation menu.  Get it now.

Note:  Page link manager does not work with WordPress version 2.7
